In 2005, Carlyle Carter became the Executive Director of the California Community College Commission on Athletics. In his short tenure as Executive Director, several significant changes have occurred including a name change for the membership organization (California Community College Athletic Association) and the adding of a landmark piece of legislation requiring compliance with Title IX as a part of the membership criteria.

Carter currently serves as a member of the NCAA Two-Year Relations Committee. Prior to his current position, Carter served as the first chief administrator for the Minnesota Intercollegiate Athletic Conference (NCAA Division III) in July of 1994.

With his hiring, Carter became the first minority to serve as a Conference Chief Executive of a Non-HBCU NCAA Conference. Mr. Carter came to the MIAC from Penn State University where he served nine years as the Director of Athletics and Recreational Sports for Penn State's Branch Campus System.

Carter maintains membership in the National Association of Collegiate Directors of Athletics; National Alliance of Two-Year Athletic Administrators for which he was a founding member, chair of the Gender and Minority Affairs Committee and served as President in 1993-94. In 1995, Carter was awarded the NATYCAA William L. Miller Award for Athletic Administrative Excellence. In 1996, Carter was selected as one of 50 participants to attend the inaugural seminar by the United States Olympic Committee for leadership development training as part of the USOC Project Gold program for women and minorities.

Carter formerly served as a 3-term President of the Board of Directors for the State College, PA Family YMCA; Director of Competition for the Pennsylvania Special Olympics Summer Games; Chair of the Citizen's Advisory Committee on Community Development Block Grants for the State College Borough Council from 1991-94. Mr. Carter served on numerous University Committees while at Penn State, the highlight of which was an appointment to the President's Commission on Racial and Ethnic Diversity, serving as chair-elect in 1993-94.

Carter received a Bachelor of Science in Physical Education and Coaching in 1978 and a Masters of Education in Sports Administration in 1983 from Penn State University.
