We in the marketing department hold try-outs and schedule our National Anthem performances. On that rare occasion, our AD or university President tells us when someone is singing! As for ticket takers, I believe that our Game Management staff handles the hiring and payment process. I can tell you that we are subcontracted with an outside company who handles all of the details, but the fees for that company come from Game Ops.

At the University of Maine we schedule the anthem singers for all of our home contests. This year we put 2-3 interns in charge of screening all those interested, with the exception of some of the more talented individuals from last year. They held auditions and scheduled each performer for 3-4 events (one men's ice hockey if they were really good, one men's basketball, one women's basketball, and one women's hockey game).
ticket office is in charge of hiring/firing the ticket takers and sellers at our home contests.

Here at Pace, the Marketing/Promotions Dept. (me) schedules the National Anthem singer. I hire the ticket staff, but they have work-study so I don't pay them from my budget. However, for outside events that use our facility such as high school basketball, wrestling, etc., our Facilities/Operations Director hires the ticket staff. Hope this helps.

Marketing/Promotions. We provide all National Anthem soloist with 2 complimentary tickets. Duets and larger receive one ticket per singer. We sell a good many number of tickets to friends, grandparents, aunts, etc.
Ticket Office. We use an outside firm for our 4 revenue sports (Andy Frain Services) who also provide our ushers, parking lot attendants and event security. Non-revenue sports use Athletic Ticket Office personnel.

We have a fairly combined Game Ops and Marketing staff, but they do have separate budgets. My marketing assistant schedules the national anthem singers. My game operations assistant hires our ticket takers and those funds come out of our game operations budget. Our ticket sellers are scheduled/paid through the university box office (which then we get billed for). The university box office used to schedule our ticket takers as well, but they charged us so much overhead that we now hire and schedule those folks ourselves.

In regards to your first question (who schedules your National Anthem performer for home contests - Operations/Game Management Staff or the Marketing Department other?), prior to working for The Bonham Group I was the Manager of Advertising and Promotional Event for the University of Kansas. At KU, the marketing department scheduled the National Anthem performers for home football and basketball games. On a side note to the scheduling, we found that if the performers had a pre-recorded tape/cd, that things ran much better. It allowed us to determine if the singer was appropriate for our needs and prevented any hiccups that might occur during a live performance.
